تقييم الأداء الإداري والأكاديمي لكليات الجامعة الجزائرية في ضوء نظام الجودة والإعتماد

Abstract

تناولت الدراسة موضوع "تقييم الأداء الإداري و الأكاديمي لكليات جامعة العربي بن مهيدي بأم البواقي في ضوء نظام الجودة والإعتماد ".و ذلك بهدف رصد جوانب القوة لتعزيزها ، وجوانب الضعف للتغلب عليها ، معتمدا في ذلك على على مدخل تقويم : جودة المدخلات ، جودة العمليات ، جودة المخرجات . وقد إعتمدت الدراسة على المنهج الوصفي التحليلي لإبراز وتحليل تلك الجوانب ،كما أنه وبغية الوصول إلى هذا الهدف تم تصميم أداة الدراسة النهائية ، حيث قسمت إلى المحاور الأساسية وهي : جودة المدخلات (50بندا ) ، جودة العمليات (35 بندا ) ، جودة المخرجات (22بندا) ، تم تطبيقها على عينتين من الأساتذة ، الأولى قصدية تمثلت في أساتذة لديهم مناصب إدارية (65 أستاذا) ، والثانية قصدية أيضا تمثلت في أساتذة لديهم خبرة أكثر من 5 سنوات (110 أستاذا) . و قد خلصت نتائج الدراسة إلى واقع يشير إلى وجود نقاط قوة في بعض المؤشرات الخاصة بالأداء الإداري والأكاديمي لتلك الكليات ،غير أنها قليلة بالنسبة لمحور جودة المدخلات( مثل توفر هيكل تنظيمي للكلية ،تزايد الميزانية ، النقل،الإسكان،المطاعم للطلبة ،قاعة للنسخ...) ، و جودة العمليات (مثل مناسبة الحجم الساعي للتدريس، المشاركة في أعمال اللجان البيداغوجية،إستخدام وسائل تكنولوجية في التدريس،المشاركة في الملتقيات العلمية ، التنسيق بين المحاظــــــــــــــر والمطبق،تسليم الإجابة النموذجية ،إستخدام الإداريين للحواسيب،وضع قوائم الكتب كمصدر لكل مساق....)، وقليلة جدا بالنسبة لجودة المخرجات(مثل تزايد أعداد المتخرجين في ماقبل التدرج وما بعده،وتزايد أعداد الأيام الدراسية) ، كما تشير نتائج الدراسة إلى وجود نقاط ضعف كثيرة بالنسبة لمحور جودة المدخلات وجودة العمليات و كثيرة جدا بالنسبة لمحور جودة المخرجات. حيث يستدعي في الأخير إهتمام الإدارة بجميع المؤشرات دون إستثناء ، كون أن تحقيق جودة المخرجات إنما يتطلب الإهتمام بالمدخلات و تمريرها عبر محور العمليات. .................................................................................................................................................. The study dealt with the topic of " Assessment of the Administrative and Acedemic Performance of the faculties of larbi Benmehidi University of Oum El baouaghi in the light of the quality and accreditation system". In order to monitor aspects of the force to be strengthened, and weaknesses to overcome them, it was relied on the checklist of evaluation: the quality of inputs, the quality of processes, the quality of the outputs. The study is based on the descriptive and analytical approach to highlight and analyze those aspects, and that, in order to reach this goal, the final study tool was designed, which is divided into three main axes, namely: the quality of inputs (50 items), the quality of processes (35 items), and the quality of the outputs (22 items). The checklist has been applied to samples of teachers in which the first sample was purposive represented by 65 teacher who have administrative positions, and the second one was purposive too represented by 110 teachers who have professional experience more than 5 years. The results of the study indicate that there are points of strength in some of the administrative and academic performance indicators of these faculties, but they are few for the quality of inputs (such as the availability of an organizational structure of the faculty, budget increase, transportation, housing, catering for students, Hall of copies .. .), and the quality of processes (such as the suitability of the size of teaching hours, participation in the pedagogical committees, the use of technology in teaching, participation in the scientific meetings, coordination between reports and practical sessions, deliverence of the typical answer, the use of computers by administrators, books and references . ...), and very little for the quality of outputs (such as the increasing number of graduates in the pre-graduation and beyond, and the increasing number of studying days). The results also indicate that there are many points of weaknesses for the quality of inputs and quality of operations and too many for the outputs quality. The study recommends the administration to pay attention to all the indicators without exception, especially to the quality of outputs which requires more attention to the inputs and manage it through the center of operations.
