دراسة تحليلية لمتطلبات الفاعلية وتميز مؤسسات التعليم العالي في الجزائر في ضوء الأخلاقيات الأكاديمية والشخصية للأستاذ الجامعي

Abstract

يسعي هذا البحث إلى اقتراح ميثاق للأخلاقيات الأكاديمية والشخصية التي ينبغي للأستاذ الجامعي أن يلتزم بها في عمله وسلوكه وفق منظور متطلبات الفاعلية وضمان التميز المؤسسي، من خلال تقييم الأداء الجامعي ككل والعمل على تحسينه، فلقد لقيت المفاهيم الأخلاقية الأكاديمية والشخصية للأستاذ الجامعي في الألفية الجديدة ،اهتماما عالميا بالغ الأهمية نظرا لما يقوم به من أدوار متعددة، كتمكين الجامعات من تحقيق القدرة التنافسية والتنمية المستدامة، كما أن نجاح الأستاذ في أداء وظائفه، لا يتطلب فقط توافر صفات مهنية وأخرى شخصية، وإنما لابد من الاهتمام بإعداده وتأهيله من الناحية الاخلاقية الاكاديمية والشخصية معا، ليكون في مستوى المهام المسندة اليه. وعليه فان التوجهات الجديدة لمؤسسات التعليم العالي في دول العالم المتقدم، تسعى لكل ماله علاقة بمواضيع الأخلاقيات والحوكمة الرشيدة، التي تهدف إلى تحقيق الاستدامة، والإبداع والتميز المؤسسي. وقد توصل الباحث من خلال أدبيات البحث إلى ما يلي: -ضرورة توفر الكفايات الأخلاقية التي ينبغي للأستاذ الجامعي ممارستها والالتزام بها، -ضرورة توفر الكفايات الأكاديمية التي ينبغي للأستاذ الجامعي ممارستها والالتزام بها -تقديم مقترح لميثاق الأخلاقيات الأكاديمية والشخصية للأستاذ الجامعي وفق متطلبات الفاعلية والإبداع. ........................................................................................................................................................ Cette étude vise à présenter une charte de l'éthique académique et personnelle selon la perspective des exigences d'efficacité et d'excellence institutionnelle que le professeur d'université devrait respecter dans son travail et son comportement, en évaluant la performance universitaire dans son ensemble et en travaillant à l'améliorer. Le tournant du siècle (21) le succès du professeur dans l'exercice de ses fonctions exige non seulement des qualités professionnelles et personnelles, mais aussi la préparation et la réhabilitation de l'éthique académique et personnelle afin d'être au niveau des tâches assignées à lui. Par conséquent, les nouvelles orientations des établissements d'enseignement supérieur dans les pays développés cherchent toute sa richesse selon les questions d'éthique et de bonne gouvernance, elles visent à atteindre la durabilité, la créativité et l'excellence institutionnelle. Cette recherche a révélé que : - La nécessité de fournir les compétences morales que le professeur devrait pratiquer et adhérer, - elle propose plusieurs recommandations et propositions contribuant à la construction d'un cadre d'éthique académique et personnelle du professeur d'université selon les exigences de l'efficacité et de la créativité. .......................................................................................................................................................... This research seeks to propose a charter for the academic and personal ethics that the university professor should adhere to in his work and behavior, as part of the requirements of efficiency and excellence. The academic and personal ethical concepts of the university professor in the new millennium is important because of its multiple roles, such as enabling universities to achieve competitiveness and sustainable development. The success of the professor in his functions requires not only the availability of professional and personal qualities, but the professor also should be prepared from the academic and personal ethics. Therefore, the new directions of the institutions of higher education in the developed world countries, seek to establish all what it has a relation to the issues of ethics and good governance, which aims to achieve sustainability and creativity and institutional excellence. The research has reached the following: - The necessity of providing moral and academic competencies that the university professor should practice and abide by. – The necessity of - Presenting a proposal for the academic and personal ethics charter for the university professor according to the requirements of efficiency and creativity.
