الأمن السياسي و دوره في مواجهة تحديات الصراع و بناء السلام

Abstract

إن تحقيق فكرة الأمن السياسي في المجال الإنساني لا تعني إلغاء ما هو قديم من مبادئ روتينية، ولكن معناه أن هناك حاجة ماسة إلى تغييرات جذرية وإصلاحات شاملة، تجعل من سياسات الدول أكثر فاعلية على المستوى الكوني في مجال التخفيض من حدة الصراع وبناء السلام، أي محاولة تطوير ما هو قديم بالإعتماد على معايير تحقق المكاسب وتضمن الإستمرارية في النمو والبناء السياسي والأمني وضرورة الإرتفاع إلى مستوى التحدي الذي يواجه العالم، وتبني رؤية جديدة قائمة على التشارك في قمع بؤر الصراع، بالإعتماد على الجودة في التخطيط والتنفيذ والإشراف داخل المؤسسات الداخلية والدولية. فالأمن السياسي قد يبقى مقصدا أساسيا للإنسان، الذي يبحث فيه عن نظام أمن كخلاص بشري للخروج من الفوضى والعنف والصراع.////////////////////////////////////////////////////////////////////////////////////////////////////////////////////////////// Achieing the idea of political security in the humanitarian field, does’not mean abolishing the very old principles and routines but rathe, it means making radical changes and sweeping reforms in order to make the policies of states, more effective at the global level besides that it leads to realize <peace-building>.in other words, it is an attempt to develop what is old depending on the criteria of <checking gains> and <ensuring contimity>. It is very important to raise the spirit of challenge the the whole faces and adopt a new only based on sharing the suppression of conflict. depending on the quality of planning but on how to implement and supervise those plant within the national and international institutions. All in All, political security may be considered as a basic human destination which looks for a security system that helps human to live in peace and freedom and prevent all kinds of chaos, violence and conflict.
