النـزاع الدولي وإدارة النـزاع الدولي: مدخل مفاهيمي معرفي

Abstract

تعتبر ظاهرة النزاعات أحد أقدم الظواهر التي عرفتها البشرية منذ فجر التاريخ، وقد تطورت الظاهرة مع تطور الحياة البشرية على مر العصور حيث انتقلت من المستوى الفردي إلى المستوى الأممي، إلى مستوى كيان الدولة القومية. ونظرا لما يترتب عن هذه الظاهرة على المستوى الدولي من انعكاسات وتداعيات على الأمن والسلم العالمي، برزت جهود مختلف الفواعل البارزة على مستوى الساحة الدولية- الدول والمنظمات الاقليمية والدولية- في حل تلك النزاعات وتسويتها بمختلف الوسائل والآليات السلمية منها والقهرية، وذلك طبقا لاختلاف أشكالها، من حيث خصائصها ومستوياتها وحدتها والتي تميز أي نزاع دولي عن نزاع آخر، ومن ثم اختلفت التدابير والجهود الدولية في كيفية التعامل معها بغية إحصاءها أو التحكم فيها أو حلها وتسويتها. وعليه فإن هذه الورقة تهدف التعريف بالنزاع الدولي، وإدارة النزاع الدولي، وذلك من خلال التطرق إلى الحدود المنهجية لظاهرة النزاع الدولي، وكذا إلى النزاع الدولي من الناحية المفاهيمية والنظرية، فضلا عن ذلك تم التطرق إلى آليات إدارة النزاعات الدولية. The phenomenon of conflict is old as humanity. He experienced a development similar to that of this humanity going from the individual level to the collective level, before reaching an (inter) national level. As a result of the effects of these conflicts, there are many attempts by international actors - countries, regional and international organizations - to solve them and put an end to them by using soft and hard tools and mechanisms. . These are chosen depending on the type of conflict, their characteristics, their levels and their intensity. Choices that are decisive in the management of conflicts in order to identify them, handle them or find them a definitive solution. Thus, this contribution aims to define what is an international conflict and how to manage it, and that by evoking the methodological limits of the phenomenon, its conception and its theory, as well as the mechanisms of its management.
