التفكيك الاستراتيجي لعوامل قوة القارة الإفريقية وغياب الأمن والتنمية

Abstract

تعتبر إفريقيا من المناطق التي تزخر بمقومات اقتصادية وطبيعية وبشرية غنية تجعلها في مصاف الدول المتطورة. لكن الوضع عكس ذلك فإفريقيا مازالت لحد الآن تعاني من إشكالية غياب الأمن والتنمية في ظل واقع متطور استطاعت فيها الدول تحقيق أكبر ما يسمى بالتنمية لتذهب إلى ما يسمى بالتنمية المستدامة. والأوضاع التي تعاني منها إفريقيا ترجع إلى إشكاليتين إشكالية داخلية والمتمثلة في المقومات السياسية لإفريقيا، والتي تتسم بأنظمة حكم غير شرعية وإشكالية خارجية والتي تتمثل في السياسات الاستغلالية الاستنزافية التي تمارسها القوى الكبرى في سبيل تحقيق مصالحها الحيوية الامر الذي عرقل تحقيق الأمن والتنمية في إفريقيا. African countries is considered one of the regions rich in economic, natural and human sources which make it one of the developed countries. Nevertheless, Africa still suffers from the problem of insecurity and underdevelopment in the light of evolving reality, in which countries have been able to achieve more than so-called “development” to so-called “sustainable development”. Moreover, the international relations approaches have attributed the situation in Africa to two problematics: an internal problematic represented in the political components of Africa which are characterized by illegal ruling systems, and external problematic which is characterized by the exploitative policies that the major powers are practicing in order to achieve their vital interests, which, according to international relations approaches, hampered the achievement of security and development in Africa.
