دور الأمن الحضري لمدينة سطيف في الوقاية من الجريمة

Abstract

تعتبر مدينة سطيف مجالا حضريا وقطبا عمرانيا وتجاريا هاما في الجزائر، يحوي العديد من التناقضات والتي أفرزت الكثير من المشكلات الاجتماعية، ومن بينها الجرائم بمختلف أنماطها وأشكالها، وفي سعيها للقيام بمهامها على أكمل وجه تسعى الأجهزة الأمنية ممثلة في الأمن الحضري للتصدي لكل أشكال الجريمة في مدينة سطيف، وتأتي هذه الدراسة للإجابة على تساؤل رئيسي مؤداه: مامدى فعالية دور الأمن الحضري لمدينة سطيف في مواجهة الجريمة؟ تلاه مجموعة من الأسئلة الفرعية تمثلت في: ما أنواع الجرائم التي يمكن رصدها في القطاع الحضري المحلي لمدينة سطيف؟ كيف تواجه المصالح الأمنية السلوك الإجرامي ميدانيا؟ وما هي أهم إجراءات المصالح الأمنية للوقاية من السلوك الإجرامي في مدينة سطيف؟ وللقيام بهذه الدراسة استخدمنا المنهج الوصفي واعتمدنا على الرسومات البيانية ومجموعة من الخرائط والجداول والتي من خلالها برزت العديد من النتائج التي تبين الوضع الإجرامي في مدينة سطيف، وهو ما يؤدى إلى تجنيد الأمن الحضري للوقوف على مكافحة الجريمة ومحاربتها عن طريق العديد من السبل والطرق التي سنأتي على ذكرها. .................................................................................................................................................. La ville de Sétif est considérée comme un espace urbain et un pôle urbain et commercial de grande importance en Algérie. Elle contient plusieurs déséquilibres qui a leur tour ont sécrété plein de problèmes sociaux, y compris les crimes de divers motifs et formes. Dans sa quête pour mener à bien ses fonctions au maximum, les agences de sécurité de recherche, représentées dans la sécurité urbaine, essayent d'aborder toutes les formes de criminalité dans la ville de Sétif, Cette étude vient pour répondre à une question clé : quelles sont les fonctions les plus importantes de la sécurité urbaine dans la ville de Sétif face à la criminalité ? Quels sont les types de crimes qui peuvent être détectés dans le secteur urbain local ? Et comment peuvent t ils faire face au comportement criminel et en prévenir ? Pour réaliser cette étude, nous avons utilisé une approche descriptive et nous nous sommes appuyés sur les graphes et un ensemble de cartes et de tableaux d'où est sorti un grand nombre de résultats montrant la situation criminelle dans la ville de Sétif. Ce qui conduit au recrutement de la sécurité urbaine à se tenir sur la lutte contre la criminalité à travers de nombreux moyens et méthodes que nous aborderons. .................................................................................................................................................. The town of Setif is considered one of the most important urban areas and commercial poles in Algeria, it contains many contradictions, paradoxes that produced a lot of social problems, including crimes of various patterns and forms, In their quest to carry out their functions to the fullest, the security forces represented in the Urban Security are seeking to face all forms of crime in the city of Setif. This study comes to answer a key question which is: How effective is the urban security role for the city of Setif in facing crimes? What kinds of crimes that can be monitored in the local urban sector? And how the security forces are facing the criminal behaviour in order to reduce and prevent it? To carry out this study we used a descriptive approach, and we relied on graphs and a set of maps, tables; through which emerged many results showing the criminal situation in the city of Setif, a situation that leads to the recruitment of urban security to fight crime through many ways that we will mention in this article.
