دور المنظمات غير الحكومية الدولية في ترقية الأمن الإنساني

Abstract

إن المنظمات غير الحكومية الدولية وبوصفها فواعل أضحت تنافس الدولة التقليدية في مهامها , و على غرار ما تسعى اليه لتعزيز مختلف القضايا الانسانية ,نجد مساعيها و جهودها التي تبذلها من أجل ترقية الامن الانساني , الذي كان موضوع الدراسة الحالية و الموسوم بالعنوان : دور المنظمات غير الحكومية الدولية في ترقية الأمن الانساني . وفي هذا السياق, و لأجل تحقيق أهداف الدراسة تم اعتماد المنهج التاريخي بغية تتبع تطور مفهومة الأمن عموما و مفهوم الأمن الانساني على وجه التحديد ,و كذا المنظمات غير الحكومية الدولية مع كشف التمفصل القائم بينهما ,مع التركيز على الغاية السامية لها و الارتباط الوثيق بين حماية حقوق الانسان و ترقية الأمن الانساني , ولم تكتف الدراسة بهذا الحد ,بل تجاوزته باعتماد المنهج الوصفي التحليلي لاستكشاف جهود هذه المنظمات من خلال انجازاتها و الاستراتيجيات التي تعتمدها في مساعيها , ومدى تكاملها و تنسيقها مع بعضها البعض ,رامية في ذلك ترقية الأمن الانساني .و لعل ما يبرز أهمية جهودها و ما تحققه على المستوي الدولي من تأثير على العلاقات الدولية لأجل التكفل بأمن الانسان –الذي يشمل مجالات عديدة ,كالصحة و البيئة و حقوق الانسان , و مكافحة الفساد , و تحقيق التنمية البشرية و غيرها من القضايا الانسانية بامتياز –هي تلك الانجازات المحققة من قبل الكثير من المنظمات على غرار منظمة العفو الدولية ,و السلام الأخضر , وأطباء بلا حدود وغيرها . و للإشارة أن الوسائل المعتمدة و الامكانات تحوزه هي مؤشر على تمكنها من اكتساب ثقة العديد من الأطراف في المجتمع الدولي و تلقيها دعما من قبل مؤسسات هيئة الأمم المتحدة التي جعلت منها شريكا كاملا لتجسيد أهداف اللفية الثالثة . و لعل ما خلصت اليه الدراسة من نتائج هو ان المنظمات غبر الحكومية الدولية و بالرغم من تحقيقها للكثير من المكاسب , من مكافحة للفقر و دعمها لحقوق الانسان و انجازاتها في ترسيخ أبعاد المن الانساني إلا أن نجاح جهودها الحثيثة في ترقية المن الانساني لم تتوج بالفعالية لما تبقى تواجه من تحديات و عراقيل على مختلف المستويات , فيبقى دور هذه المنظمات دورا مهما نسبيا .و في ظل ما ينتظرها من تحديات في ظل الأزمات التي تطال أمصار كثيرة في العالم تبقى مطالبة بتعزيز جهودها و التفكير على الدوام في آليات اشتغالها و تجديدها , حتى تكون أكثر فعالية ........................................................................................................................................................ To synthesis this study, we can firstly say that beyond their aspect as serious competitors of traditional state, mainly in affairs of human concern, international non-governmental organizations are still making more efforts in promoting human security which was the subject of the current study that titled by: “The Role of International NGOs in Promoting Human Security In the aim of reaching objectives of the study, great importance has been given to historical aspects related to the evolution of Human security concept, international non-governmental organizations and the deep relation between human rights and human security promotion. The study has also included descriptive and analytic elements so as to explore and illustrate the efforts made by these INGOs , their accomplishments, their strategies and their co-ordination in the field of human security promotion. We also mentioned the different attainments and realizations made by INGOs such as : Amnesty International, Greene Peace and Médecins sans frontiers, their influence on peace international relationships and the importance of the efforts they made in promoting human security including sectors such as : health, environment, human rights, fighting corruption and so many other field. Another important point should also be mentioned is that gained confidence and support international non-governmental organizations are receiving from different social categories all over the world and from UNO making of them serious partners in concreting The Millennium Development Goals (MDGs). As a conclusion, we could say that in spite of the progress they achieved in fighting poverty and the support they are offering to human rights as well as their efforts in entrenching human security dimensions, INGOs have not yet reached hopeful success and efficiency. Therefore, these organizations adopt and develop new methods, means, and devices in order to face future challenges in many parts that are still witnessing political and economical crisis and so as to gain more efficiency.
