دور التنمية الإنسانية في تحقيق الأمن الإنساني

Abstract

إن تحقيق الأمن الإنساني لا يتضّمن مجرد الحماية من التهديدات الماسة بحياته وكرامته، بل لا بّد من تمكّين الإنسان والمجتمعات من القدرات الإنسانية لإشباع الحاجات الإنسانية وفق نسق قانوني حقوقي للدفاع عن مختلف أوجه انعدام الحرية والحرمان الإنساني : الفقر، الاعتلال الصحي، الجهل والأمية، الجوع، ومختلف أشكال الحرمان الإنساني، سياسيا، اقتصاديا، ثقافيا، مجتمعيا، وحتى الحرمان النفسي....الخ، ومن ثمة فإن حماية النّاس وتمكّينهم هو محصلة الدور الذي يمكن أن تؤديه التنمية الإنسانية، كإطار تنموي شامل ومتعدد الأبعاد، من خلال إتاحة الإمكانيات وتوسّيع الفرص الإنسانية للتمكّين من هذه القدرات كحقوق انسانية، على نحو منتج لأمن إنساني . إلاّ أنّه لا يعني أنّ الفرد هو الفاعل الوحيد في تحقيق الأمن الإنساني، فهذا الأخير يركّز على تعزيز الجهود لتحقيق الحماية والتمكّين، مما يقيم مسؤولية الدولة الإنمائية والجهات الفاعلة التنموية، سواءً كانت تحت أو فوق وطنية لتحقيق ذلك. وبهذا تظهر فكرة التنمية الإنسانية على أنّها فكرة شديدة التفاؤل، والتي تساهم في تحقيق التحرر من الحاجة والخوف، وكذلك زيادة ازدهار الحياة الإنسانية. وبالرغم من أنّ هذه العلاقة تظهر في ضوء معادلة بسيطة إلاّ أنّها تصاغ على حساب النظام البيئي. وهنا نجد أن التنمية الإنسانية معرضة لخطر عدم الاستدامة في حد ذاتها، بمعنى آخر عدم المواصلة في تحقيق أهدافها وتلبية الحاجات التنموية للجيل الحالي والأجيال المقبلة، مما أخّل بدور التنمية الإنسانية في تحقيق الأمن الإنساني، ما أدى إلى التفكير في بلورة مفهوم التنمية الإنسانية المستدامة بشكل يجعلها قابلة للوفاء بهذه المتطلبات والموازنة بين متطلبات التنمية والحفاظ على البيئة . وعلى الرغم ما تقدمه التنمية الإنسانية المستدامة من فرص متاحة لتأمين مستقبل الإنسان ومواصلة المسار التنموي، إلا أن تجسّيدها قد واجه عدة معوقات جعلت من المفهوم مجرد طرح نظري. '' فالأمن والتنمية معادلة صعبة المنال وسط محيط دولي تتقاسمه المبادئ المتناقضة والمصالح الدولية السياسية'' .....................................................................................Achieving human security includes not only the mere protection from the harms threatening Man’s life and dignity, but insuring individual and societies’ potentials to satisfy their human needs. This should be done in accordance with law and rights in order to hinder different aspects of freedom absence and human frustration such as : poverty, illnesses , ignorance, illiteracy , hanger and different forms of human privation ; politically, economically, culturally socially and even psychologically….etc . Hence, people protection is the role sought for mankind development, as part of a complete developmental and multidimensional frame through providing prospects and enlarging human opportunities to set these human abilities as human rights, worth creating human security. However, this doesn’t mean that the individual is the unique efficient actor in achieving human security. This latter’s focus is on enhancing efforts to achieve protection and mastery , resulting in setting the responsibility of both the developing state and other efficient developmental sides , be it national or international. Thus, the idea of human development tends to be optimistic, contributes to achieve freedom from need and fear and to increase human life prosperity as well. Although this relation seems to be a simple equation, it is formulated at the expense of the ecological system. We find here, that human development is exposed to the danger of non sustainability itself; in other words, the non continuity of reaching objectives and meeting development needs either for present or future generations. This has lead to non respect of the human development role in achieving human security, resulting in thinking about a way to formulate the concept of sustainable human development in such a way to make its demands affordable and in balance with the environment preservation. Though sustainable human development has contributed to provide opportunities so as to guarantee Man’s future and to go on with the process of development, making it concrete has faced many obstacles reducing it to a theoretical debate not more.
