دور المجتمع المدني في تفعيل المشاركة المجتمعية

Abstract

أصبح موضوع المجتمع المدني موضوعا مركزيا ويحظى بأهمية بالغة في الخطاب السياسي والاجتماعي باعتباره الوسيط الاجتماعي للتنمية والتحديث ، والآلية الأساسية لتأطير المواطنين وضمان مشاركتهم الفعالة في بناء إستراتيجية وحلول للمشكلات المجتمعية

إن دراسة المشاركة المجتمعية بما تتضمنه من مختلف أشكال العمل الجماعي تفترض التركيز على الأطر الاجتماعية الحاضنة للمشاركين و مدى قدرتها على تحديد أنماط مشاركتهم، و التعرف بذلك على المتغيرات المحددة لنشاط القوى الاجتماعية في الجزائر، كما أن تفعيل المشاركة المجتمعية يتعلق بالبنية الاجتماعية والوعي الاجتماعي، وهو ما أردنا تسليط الضوء عليه من خلال هذه الورقة التي انصبت على دراسة المشاكل التي تعرقل عملية بناء مؤسسات المجتمع المدني. ........................................................... La société civile est considérée comme le mécanisme de base en mesure de contribuer à l'encadrement et la représentation des citoyens ainsi que de leur participation active dans la construction et l’élaboration de leur société. Il s’agit de réfléchir sur la mise en place d’une série de stratégies et de solutions aux problèmes sociaux. Cette opération est appelée officiellement une participation sociétale.

L'étude de la participation sociétale est fondée sur la démonstration des capacités à identifier, les tendances, les formes et les niveaux de participation.

Il est doncnécessaire d'identifier les variables spécifiques de l'activité des forces sociales en Algérie, et de reconnaitre que l'activation de cette participation sociétale est liée à deux points essentiels : la structure et la consciencesociales, ce qui nécessite une mise en lumière dans la présente étude qui prendrait en compte la résolution des principaux problèmes des institutions de la société civile ..................................................................... The Civil Society matterbecame a central theme and has a great importance in the political and social discourse as a social mediator of development, modernization, change, and the basic mechanism for framing and representation of the citizens to ensure their active participation in building and developingstrategies and solutions to societal problems as well as delivering methods and techniques of civilization to higher authorities which is called Community Participation in formal frameworks.

The study of community participation as it appears in the various forms of collective and civil action assumes focus on social frameworks incubator for participants;and the extent of its ability to determine patterns and forms and levels of participation, and therefore it is necessary to identify the specific variables of the activity of the social forces in Algeria. The community participation respect two important points social structure and social awareness
