Abstract

يتناول هذا العمل موضوع التنمية المحلية بعدّها من أهم آليات نجاح المشاريع التنموية في دول العالم الثالث، مع التأكيد على أهمية التخطيط كأساس لنجاح التنمية، هذا التخطيط الذي يعاني الضعف وقلة الاهتمام في هذه المجتمعات.

كما يركز على التدريب والتمكين والمشاركة كأهم العمليات لنجاح تنمية المجتمعات المحلية، ويقدم أيضا استعراضا للتجربة الماليزية وما حققته من نجاحات تنموية بعدّها من أهم التجارب التي يمكن الاستفادة منها. ............................................................................. Cet article aborde le sujet du développement local comme l'un des mécanismes les plus importants pour la réussite des projets dans les pays du tiers monde, cependant il faut signaler que la planification ignorée par ces communautés, par manque d'intérêt, est essentielle pour réaliser cette réussite.Elle se base aussi sur l’apprentissage, la formation, l’entrainement, l'habilitation et la participation entant qu'élément principal pour le développement des communautés locales, et l'expérience Malaisienne en est le exemple concret. ...................................................
