معوقات تطبيق الإدارة الاستراتيجية بالمؤسسة الجزائرية

| dc.description.abstract | هدفت الدراسة الحالية إلى التعرُف على المعوقات التي تحد من تطبيق الإدارة الإستراتيجية بالمؤسسة الجزائرية، من خلال إبراز والكشف عن المعوقات السوسيو-تنظيمية كتعقد قوانين العمل وإجراءاته، غياب نظام الحوافز، جمود الهيكل التنظيمي، الممارسات البيروقراطية السلبية، بالإضافة إلى التعرف على المعوقات السوسيو-معرفية المنعكسة في قدرات ومهارات الموارد البشرية، غياب العمل الجماعي والتعاون، إنتشار النزعة الفردية، غياب خطط تدريب متكاملة، وكذا المعوقات الخارجية المعبرة عن غياب التفاعل البيئي بين المؤسسة والمحيط، وعدم القدرة على التحكم في المتغيرات البعيدة المدى. وللإحاطة بهذه المؤشرات واختبار فرضيات الموضوع تم الاعتماد على المنهج الوصفي ومنهج دراسة الحالة وبالمقابلة، الإستمارة، الملاحظة، الوثائق والسجلات كأدوات لجمع البيانات من المؤسسة الوطنية لأجهزة القياس والمراقبة بالعلمة –سطيف-، إستنادا إلى عينة عشوائية تم تقسيمها إلى فئتين، الفئة الأولى متعلقة بالإطارات أين تم سحب نسبة 10% من مجموع 183 إطار، وبذلك اعتمدت عينة تضم 18 حالة، وتم سحب نسبة 43% من الفئة الثانية المتعلقة بأعوان التحكم والتنفيذ؛ أي من مجموع 476 عون تحكم وعون تنفيذ، ومثلت 201 مفردة. وقد توصلت الدراسة إلى مجموعة من النتائج أهمها: غياب الثقافة أو التفكير الإستراتيجي بالمؤسسة محل الدراسة، وكذا وجود المعوقات السوسيو-تنظيمية، والمعوقات السوسيو-معرفية، وكذا المعوقات الخارجية المحددة في الفرضيات مما أثبت صحة الفرضيات المصاغة. وبهذا توصلت الدراسة إلى أن المؤسسة الجزائرية تعاني من معوقات سوسيولوجية على المستوى التنظيمي، المعرفي، والخارجي تعيق تطبيق الإدارة الإستراتيجية بها. ................................................................................................................................................................... The present study aimed to identify the obstacles that limit the implementation of the strategic management of the Algerian institution, by highlighting and uncovering the socio-organizational obstacles such as the complexity of the labor laws and procedures, absence of incentive system, rigid organizational structure, negative bureaucratic practices, The absence of collective action and cooperation, the spread of individualism, the absence of integrated training plans, and the external constraints expressed by the absence of environmental interaction between the institution and the environment, and the inability to control the variables Term offspring In order to understand these indicators and to test the hypotheses of the subject, the descriptive approach, the case study methodology, the questionnaire, the observation, the documentation and the records were used as data collection tools by the National Institute for Measuring and Controlling Devices, based on a random sample divided into two categories. 10% of the total 183 frames were withdrawn. Thus, a sample of 18 cases was adopted and 43% of the second category related to the control and implementation agents were withdrawn. The study reached a number of results, the most important of which are: the absence of culture or strategic thinking in the institution in question, as well as the presence of socio-organizational constraints, socio-cognitive constraints, and external constraints identified in the hypotheses, which proved the validity of the hypotheses formulated. The study concluded that the Algerian institution suffers from sociological obstacles at the organizational, knowledge and external levels hindering the implementation of its strategic management. | en_US |
