لكحل السعيد2025-07-162025-07-162025https://dspace.univ-setif2.dz/handle/123456789/2902تناولت هذه الدراسة موضوع التنمية المحلية في الجزائر بين الواقع والتخطيط في بلديات دائرة الحمادية بولاية برج بوعريريج، مركزة على العلاقة بين التنمية الفعلية والمخططات التنموية المقترحة من قبل المجالس البلدية المنتخبة، تهدف الدراسة إلى فهم دور هذه المخططات في تحقيق التنمية المرغوبة من قبل المواطنين، حيث تُعتبر التنمية عنصرًا أساسيًا للاستقرار والتقدم، وينبغي وجود بعض الأساسيات في ميدان الدراسة، مثل مشاركة الشباب والمجتمع المدني بشكل فاعل في عمليات التنمية، بالتعاون مع السلطات المحلية، وعلى إثر ذلك صيغت مجموعة من التساؤلات تمثلت في: - هل تساهم المخططات البلدية المقترحة للتنمية في تحقيق التنمية المحلية؟ - هل تساهم مشاركة المجتمع المدني في تحقيق التنمية المحلية؟ - هل تساهم الخدمات الاجتماعية المقدمة للمواطنين في تحقيق التنمية المحلية؟ ومن خلال هذه التساؤلات كانت صياغتنا لفرضيات البحث واعتمادِنا على المنهج الوصفي ومجموعة من أدوات جمع البيانات الميدانية كالاستمارة والملاحظة والمقابلة وكذا عينة البحث التي تم انتقاؤها بصفة عشوائية من المجتمع الأصلي للبحث وعلى إثر ذلك بعض من النتائج المتوصل إليها في الآتي: - تعاني البلديات ميدان الدراسة من نقص في الفعالية الإدارية والدقة في الأداء، مما ينعكس سلبًا على العمليات الإدارية والوظائف الإدارية المختلفة. - عدم اعتماد البلديات على التخطيط الاجتماعي لتحقيق التنمية الاجتماعية الفعالة، مع الاعتماد بدلاً من ذلك على برامج فوقية غير منسجمة مع تحولات المجتمع المحلي. - عدم استخدام التكنولوجيا الحديثة في الإدارة البلدية وفي تلبية متطلبات التنمية المحلية. - ضعف نشاط لجان المراقبة الاجتماعية والحكومية وعدم التنسيق بين الأجهزة المختلفة في البلدية، مما يؤثر على عمليات التوظيف ومنح السكن وغيرها من العمليات الإدارية. وفي الأخير يمكن القول أن المفتاح الحقيقي للتنمية في المجتمع اليوم هو منح الفرصة لكل فرد في المجتمع في أخذ المبادرة والعمل بكل ما هو متاح على أن يكون كل فرد مصدرا للديناميكية الفاعلة وعلى البلديات أن تأخذ به وهذا ما ينبغي على يحدث على مستوى كامل بلديات التراب الوطني وبخاصة البلديات ميدان الدراسة بولاية برج بوعريريج، حتى تحقق الأهداف التي أنشئت لأجلها في المجتمع. /////////////////////////////////////////////////////////////////////// This study dealt with the topic of local development in Algeria between reality and planning in the municipalities of the Hammadia district in the state of Bordj Bou Arreridj, focusing on the relationship between actual development and the development plans proposed by the elected municipal councils. The study aims to understand the role of these plans in achieving the development desired by citizens, as Development is considered an essential element for stability and progress, and some basics should be present in the field of study, such as the active participation of youth and civil society in development processes, in cooperation with local authorities. As a result, a set of questions were formulated, which were: -Do the proposed municipal plans for development contribute to achieving local development? Does civil society participation contribute to achieving local development? - Do the social services provided to citizens contribute to achieving local development? Through these questions, we formulated the research hypotheses and relied on the descriptive analytical method and a set of field data collection tools such as the questionnaire, observation, and interview, as well as the research sample that was randomly selected from the original research community, and as a result, the research results were as follows: -Municipalities suffer from a lack of administrative effectiveness and accuracy in performance، which negatively affects administrative processes and various administrative functions. -Municipalities do not rely on social planning to achieve effective social development، relying instead on overhead programs that are not consistent with local community transformations. - Lack of use of modern technology in municipal administration and in meeting local development requirements. -Weak activity of the social and governmental monitoring committees and lack of coordination between the various agencies in the municipality, which affects the processes of employment, housing grants, and other administrative processes. In the end, it can be said that the real key to development in society today is giving the opportunity to every individual in society to take the initiative and work with everything available, so that every individual is a source of effective dynamism, and the municipalities must adopt it, and this is what should happen at the level of the entire municipalities of the national territory.
