دور نظام المعلومات في ترقية الخدمة العمومية بالادارة الإقليمية الجزائرية

Abstract

تهدف هذه الدراسة إلى معرفة دور نظام المعلومات في ترقية الخدمات العمومية بالإدارة الإقليمية الجزائرية، وذلك من خلال اختبار العلاقة بين استخدام الأنظمة المعلوماتية وفعاليتها ببلديات محل الدراسة. لهذا الغرض صممت استمارة لقياس وجهات نظر جميع موظفي مصالح الحالة المدنية والبيومترية ببلديات ولاية الطارف؛ حول دور نظام المعلومات وعلاقته بترقية الخدمات العمومية التي تقدمها الإدارات الجزائرية لاسيما البلديات، أين توصل الباحث إلى أن نظام المعلومات المطبق حاليا له دور في ترقية الخدمات العمومية ببلديات محل الدراسة، وذلك من خلال زيادة مرونة العمل الإداري وتسريعه والتقليل من بعض المعيقات البيروقراطية، كما أكدت نتائج الدراسة، بأن هناك بعض المعيقات تمنع من ترقية الخدمات العمومية مثل غياب التدريب لمعظم موظفي مصالح الحالة المدنية والبيومترية، مع انتشار بعض المظاهر السلبية، بين أوساط موظفي البلديات وانفلاتهم من الضبط الإداري، إضافة إلى غياب المساواة بين المرتفقين طالبي الخدمات. ..................................................................................................................................................... L'objectif de cette étude est de connaître le rôle du système d’information dans l’amélioration des services publics de l’administration Territoriale Algérienne, en examinant la relation entre l'utilisation des systèmes d'information et leur efficacité dans les communes étudiées. A cet effet, un questionnaire conçu pour mesurer le point de vue de tous les fonctionnaires de l’état civil et des services biométriques au niveau des communes de la wilaya d’EL TARF sur le rôle du système d'information et sa relation avec la promotion des services publics fournis par les administrations Algériennes, notamment les communes, le chercheur a conclu que : le système d’information appliqué actuellement a un rôle dans la promotion et l’améliorations des services publics au niveau des communes d’étude, à travers l’augmentation de la flexibilité du travail administratif et de sa rapidité de même que la réduction de certains obstacles bureaucratiques. Il convient également de notre que les résultats de notre étude ont confirmé, l’existence de quelques obstacles, qui ont empêchent la promotion et l’amélioration des services publics, tels que l’absence de la formation pour la majorité du personnel de l’état civil et de la biométrie, surtout avec la propagation des certains phénomènes négatifs parmi les employés municipaux échappant ainsi à la rigueur administrative, ajoutant à l’inégalité entre les demandeurs de services. ............................................................................................................................................................ The objective of this study is to know the role of the information system in the improvement of the public services of the Algerian Territorial Administration, by examining the relation between the use of the information systems and their efficiency in the studied municipalities. . To this end, a questionnaire designed to measure the point of view of all civil servants and biometric services at the level of the municipalities of the EL TARF wilaya on the role of the information system and its relationship with the promotion of public services provided by the Algerian administrations, especially the communes, the researcher concluded that: the current information system has a role in the promotion and improvement of public services at the level of the communes of study, through increasing the flexibility of administrative work and its speed, as well as reducing certain bureaucratic obstacles. It is also important that the results of our study have confirmed the existence of some obstacles that have prevented the promotion and improvement of public services, such as the lack of training for the majority of the staff of the civil status and biometrics, especially with the spread of certain negative phenomena among municipal employees thus escaping administrative rigor, adding to the inequality between service seekers.
