المشاركة الإلكترونية – نحو مفهوم يتجاوز التغريد

Abstract

تسعى الورقة البحثية إلى مناقشة مدى مساهمة أدوات المشاركة القائمة على تكنولوجيا المعلومات والاتصالات بشكل مباشر في تحقيق نتائج المشاركة الإلكترونية. مفترضة بأن توفير المعلومات وتيسير الإجراءات تعزز قدرة وفعالية المواطنين في المشاركة في تسيير الشأن العام. تضمنت الورقة توضيحا لمفهوم المشاركة الالكترونية الذي يحتمل مختلف اتجاه العلاقات بين الفواعل المؤثرة في صنع السياسات العامة، وأدواتها وفضاءاتها. وكذا تأثير السياق المجتمعي في تحفيز أو عرقلة جهود المشاركة الالكترونية في تسيير الشأن العام. خلصت الدراسة إلى أن المشاركة الالكترونية هي امتداد لجهود إشراك المواطن في الحياة السياسية من خلال توفير وسائل أسهل تتماشى والتطورات التكنولوجية التي يشهدها العالم، بالاعتماد على تدفق مناسب للمعلومات بين مختلف الفاعلين في السياق المحلي للسياسة العامة. ...................................................................................................................................................... Le présent article vise à discuter la mesure dans laquelle les outils de participation basés directement sur les technologies de l’information et de la communication (TIC) contribuent à l’obtention des résultats de la participation électronique. Il suppose que la fourniture d'informations et la facilitation des procédures renforcent la capacité et l'efficacité des citoyens à participer à la gestion des affaires publiques. Le présent article comporte une explication du concept de participation électronique qui supporte les différentes tendances des relations entre les acteurs influant sur dans l'élaboration des politiques publiques, leurs outils et espaces, ainsi que l'impact du contexte social sur la stimulation ou l'entrave des efforts de participation électronique à la gestion des affaires publiques. L'étude a conclu que la participation électronique est un prolongement des efforts de l’engagement citoyen dans la vie politique en fournissant des outils plus faciles en fonction des développements technologiques dans le monde, et en s’appuyant sur un apport suffisant d'informations entre les différents acteurs dans le contexte local de la politique publique. ...................................................................................................................................................... The paper seeks to discuss the contribution of ICT-based participatory tools in e-participation. It is assumed that the provision of information and the facilitation of procedures enhance the capacity and effectiveness of citizens to participate in the managing of public affairs.

The paper includes an explanation of the concept of e-participation, which comprises various relationships between influencing factors in policy making. It includes also tools and areas of e-participation, as well as the impact of the social context in stimulating or obstructing the efforts of e-participation in the managing of public affairs.The study concludes that ee-participation is an extension of the efforts to involve citizens in political life by providing easier means, based on an appropriate flow of information between the various actors in the context of public policy.
