انعكاسات المعايير البيئية على التجارة الخارجية للدول النامية

Abstract

تحاول الورقة البحثية تسليط الضوء على آثار أحد أهم الحواجز غير التعريفية التي تواجه انسياب صادرات الدول النامية إلى أسواق الدول المتقدمة؛ وهي المعايير البيئية، حيث جرى تحريف تلك المعايير عن هدفها الأساسي عند حدود حماية صحة وسلامة الإنسان والحيوان والنبات، أي البيئة بشكل عام، وأصبحت أكثر الأدوات التجارية استخداما في العلاقات التجارية الدولية. كذلك، حاولت الدراسة الإجابة على الإشكالية الأساسية المتمثلة في: ماهي انعكاسات تطبيق المعايير البيئية الدولية على التجارة الخارجية للدول النامية؟ وقد توصلت الدراسة، من خلال التطرق إلى التجارب العملية والدراسة القياسية، إلى إفراط الدول المتقدمة في فرض معايير محلية أكثر تشددا وأشد تمييزا، تعارضت في أغلب الحالات مع مبادئ وقواعد اتفاقات منظمة التجارة العالمية، وساهمت في عرقلة تدفق صادرات الدول النامية وتحويل التجارة من منتجيها، وتوفير حماية غير عادلة للمنتجين في الدول المتقدمة، من خلال تحميل المنتجين في الدول النامية تكاليف إضافية لتحقيق المواءمة مع معاييرها المحلية، ما أدى إلى تشوه التجارة الدولية وتآكل المنافع من التجارة التي جاءت بعد مفاوضات مضنية لتحرير التجارة استمرت لعقود، علاوة على زيادة الضغط على موازين مدفوعات الدول النامية وارتفاع احتمال التعرض إلى أزمة ميزان مديونية ثم أزمة عملة في ظل استمرار تركز التجارة الخارجية لها.//////////////////////////////////////////////////////////////////////////////////////////////////////Le présent article à pour l’objectif d’étudier les effets de l’un des plus importants obstacles non-tarifaire faisant obstacle au flux des exportations des pays en développement vers les marchés développés, à savoir les normes environnementales. Ces normes ont été détournées de leur objectif principal, qui est de préserver la santé et la sûreté des personnes, des animaux et des plantes, afin de limiter le flux des importations. L’étude a tenté également de répondre à la problématique fondamentale : Quelles sont les impacts de l'application des normes environnementales internationales sur le commerce extérieur des pays en développement ? Cependant, L'étude, par référence aux expériences pratiques et à l'étude économétrique, a révélé l'application excessive de normes nationales plus strictes et discriminatoires par les pays développés, afin de protéger les producteurs nationaux, en faisant charger les producteurs des pays en développement des coûts supplémentaires pour se conformer à leurs normes nationales, ce qui fausserait les échanges internationaux et réduirait les avantages découlant du commerce, tout en augmentant la pression sur la balance des paiements des pays en développement, ce qui peut entraîner une crise de la dette et, ensuite, une crise monétaire.///////////////////////////////////////////////////////////////////////////////////////////////////////////////////////////////The present paper exerts light on the effects of one of the most important non-tariff barriers obstructing the flow of developing countries’ exports towards the developed markets, namely the environmental standards. These standards have been diverted from their main objective, which is preserving the health and safety of human, animal, and plants, to restrict the flow the imports. Also, the study has endeavored to answer the main problematic: What are the impacts of applying international environmental standards on the foreign trade of developing countries? By dealing with practical experiences and econometric study, the present study has revealed the excessive enforcement of more stringent and discriminatory domestic standards by the developed countries, in order to protect domestic producers, by burdening the producers in developing countries with additional costs to achieve the compliance with their domestic standards, leading to distorting international trade and eroding the benefits from trade, as well as increasing pressure on developing countries’ balances of payments, which can result in debt crisis and, then currency crisis.
