دور الإدارة الاستراتيجبة في تحقيق إدارة التميز دراسة ميدانية بمقر ولاية جيجل

Abstract

تطرح الدراسة الحالية إشكالية دور الإدارة الاستراتيجية في تحقيق إدارة التميز انطلاقا من مدخل إدارة الجودة الشاملة مدخل إدارة المعرفة، ومدخل الإدارة الإلكترونية بالوقوف على حالة إدارة ولاية جيجل، هذه الحالة التي يمكن الكشف عنها من خلال صيرورة الفعل التنموي للولاية، الذي هو انعكاس لعمل إداري يأطر الفعل المتفاعل مع العملية التنموية المحددة في المخططات التنموية. فالمجهودات المهمة التي تقوم بها الدولة الجزائرية من أجل تطوير أداء الإدارة الجزائرية لاحتواء المجتمع بامتداداته الاجتماعية عبر تفعيل علاقة الإدارة مع المجتمع، لا تجد لها النجاح في الواقع، بحيث يمكن ملاحظة ضعف النتائج المتوقعة مقارنة مع التصور الديناميكي الكلي، والذي يمكن معاينته عبر النسيج الإداري للتنظيمات كوسيط بينها، والمجتمع الذي تخدمه. وافترضت الدراسة الحالية أن تعمل الإدارة الاستراتيجية بالشراكة الاستراتيجية مع المداخل الإدارية المشتركة على تحقيق إدارة التميز، ومن أجل فهم كيف ساهمت متغيرات الدراسة، أبعادها، ومؤشراتها في تشكيل فرضياتها الجزئية ركزت بحثها على دور الفاعلين في الفعل الإداري، والتنظيمي تبعا للدور المهم للفاعل الاستراتيجي في الوصول إلى تحقيق فرضيتها الرئيسية على أرض الواقع. في الأخير بينت نتائج الدراسة أن فرضيتها العامة تحققت بدرجة طردية متوسطة إلى ضعيفة في ميدانها، مما يستدعي ضرورة خلق استراتيجية لإدارة التميز تتماشى مع الخصائص الاجتماعية، الثقافية، الإدارية، والتنظيمية لإدارة ولاية جيجل، نظرا لعدم وجود تأثير على تحقيق إدارة التميز من المتغيرات المختلفة للإدارة من حجم الإدارة، موقعها في المجتمع المحلي، وعلاقتها بكل الهياكل الإدارية للولاية. ............................................................................................................................................................................ The current study raises the problem of the role of strategic management in achieving excellence management based on the approach of total quality management, the approach to knowledge management, and the electronic management entrance by standing on the state of Jijel, this situation that can be revealed through the state's development act, which is a reflection of an administrative action the action frames interacting with the developmental process defined in developmental diagram. The important efforts undertaken by the Algerian state in order to develop the performance of the Algerian administration to certain the society with its social extensions by activating the relationship of management with the community do not find success in reality, so that the weakness of the expected results can be observed compared to the overall dynamic vision, which can be seen through the administrative fabric of the organisations as a mediator between them, and the community they serve. The current study assumed that the strategic management, in strategic partnership with the common administrative approaches, would work to achieve the management of excellence, and in order to understand how the study variables, dimensions and indicators contributed to the formation of its partial hypotheses, its research focused on the role of actors in the administrative and organisational act according to the important role of the strategic actor in reaching to fulfil its main premise on the ground. In the end, the results of the study showed that its general hypothesis has been achieved in a moderate to weak degree positively in its field, which calls for the necessity of creating a strategy for the management of excellence in line with the social, cultural, administrative and organisational characteristics of Jijel, given that there is no effect on achieving the management of excellence from the various variables of management from the size of the administration, its location in the local community, and its relationship to all state administrative structures.
