الحماية الاجتماعية للصحفي الجزائري قراءة تحليلية على ضوء التشريعات العمالية

Abstract

تحاول هذه الدراسة التعرف على واقع الحماية الاجتماعية للصحفيين الجزائريين العاملين في مختلف المؤسسات الإعلامية على ضوء مجموعة من النصوص القانونية والتشريعات العمالية، انطلاقا من أن تحسين الظروف الاجتماعية والمهنية للصحفي تجعله يقوم بأدواره اتجاه المجتمع على أكمل وجه، وقد اقتصرت دراسة الحماية الاجتماعية للصحفيين من منظور قانوني على ثلاثة مجالات: الاستفادة من التأمين الاجتماعي والحصول على أجر عادل وتوفير ظروف السلامة الصحية والمهنية خلال العمل. وتسعى الدراسة إلى لفت الانتباه نحو خصوصية مهنة الصحافة التي ترتفع فيها درجات المخاطر والتوتر مقارنة مع باقي المهن الأخرى، بحيث يحتاج الصحفي الجزائري إلى المزيد من آليات الحماية الاجتماعية أكثر من الفئات العمالية الأخرى. /////////////////////////////////////////////////////////////////////////////////////////////////////////////////////////////////////////// Cette étude tente de cerner la réalité de la protection sociale des journalistes algériens travaillant dans les différents types de médias en rapport avec les textes juridiques et les lois du travail y afférant. Nous partons du principe que l'amélioration des conditions socio-professionnelles du journaliste lui permet de jouer pleinement son rôle envers la société. L’étude se limite aux trois domaines institués par des textes de loi : être couvert par l'assurance sociale, bénéficier d’un salaire équitable et jouir des conditions de sécurité de protection au travail. L'étude cherche à attirer l'attention sur la spécificité de la profession du journalisme, qui présente un degré de risque et de stress élevé par rapport aux autres professions. Le journaliste algérien a plus besoin d’autres mécanismes de protection sociale que les travailleurs d’autres domaines d’activité. /////////////////////////////////////////////////////////////////////////////////////////////////////////////////////////////////////////This study attempts to identify the reality of social protection for Algerian journalists working in various media institutions in the light of a number of legal texts and labor legislations. The study aims at improving the social and professional conditions of journalists, in three areas: making use of social insurance, obtaining a fair wage, and providing health and occupational safety conditions during work. This study seeks to draw attention to the specificity of the profession of journalism in which the degrees of risks and tension are high compared to the other professions. The Algerian journalist needs more social protection policies.
