دور النخبة السياسة في إدارة المرحلة الانتقالية -دول ما بعد الحراك العربي-

Abstract

إن النخب السياسية وما تملكه من سلطة اتخاذ القرارات في دولها يجعلها الفاعل الرئيس في إدارة المرحلة الانتقالية لعملية التحول الديمقراطي، لاسيما بعد التحولات السياسية التي عرفتها بعض دول المنطقة العربية في السنوات الأخيرة، والتي يؤكد واقعها باستمرار على محورية النخب السياسية والأدوار المهمة التي تضطلع بها. حيث أدى حراك الشعوب فيها إلى إسقاط الأنظمة السياسية الحاكمة ودخول هذه الدول في مراحل انتقالية، والتي تعبر عن وضع مؤقت يلي وضعا غير مرغوب فيه استمر لفترة طويلة ويُسعى لتغييره عبر عمليات تغيير وتحول. فنجاح المرحلة الانتقالية مرهون بالأدوار الايجابية التي تؤديها النخب السياسية، ذلك من خلال فتح حوار شامل مع جميع الفاعلين السياسيين والاجتماعيين والاتفاق على خارطة طريق تنقل الدولة من المرحلة الانتقالية إلى مرحلة الترسيخ الديمقراطي.////////////////////////////////////////////////////////////////////////////////////////Les Élites Politiques, de part et à la mesure des pouvoirs de décisions qu’elles possèderaient, devraient être les principaux acteurs dans la direction de la transition démocratique dans ses pays. C’est surtout, ces dernières années, le cas des élites politiques des pays dits arabes. La réussite de la transition démocratique dépend de la capacité de ces élites d’ouvrir et de gérer un dialogue regroupant tous les acteurs politiques et sociaux sur la base d’une feuille de route en mesure de consolider l’état démocratique au terme de la phase transitoire.//////////////////////////////////////////////////////////////////////////////////////The political elites and their decision-making power in their states, makes them the main actor in managing the transition process towards democratization, particularly after the political changes that some countries in the Arabic area went through in the recent years. This confirms that the central political elites play important part in their designated roles and led to people protesting in order to overthrow the ruling political systems. These countries were going through a transition phase which reflects the unwanted temporary situation that follows a long period of undesirable phase and seeks to change it through changing and transformation process. The success of the transition phase depends on the positive roles played by political elites, through an inclusive dialogue with all political and social actors and the agreement on a road map of the countries from the transitional phase to the democratic stabilization.
