الرقابة التنظيمية و ثقافة السلامة بالمؤسسة الصناعية الجزائرية

Abstract

يأخذ موضوع الرقابة التنظيمية وثقافة السلامة أهميته من الواقع الصناعي، وما يثيره من قضايا نظرية وعلمية تستدعي البحث، لذلك عملت الدراسة الحالية على الاقتراب النظري والميداني من الموضوع، وفق المنهج الوصفي للكشف عن قواعد، وأساليب، ونظم الرقابة التنظيمية المطبقة في المؤسسة الصناعية؛ وتشخيص مكونات ثقافة السلامة ومستوياتها؛ والكشف عن طبيعة العلاقة المفترضة بين الرقابة التنظيمية وثقافة السلامة بمؤسسة إسمنت عين الكبيرة، أين تم تطبيق الاستبيان على عينة مكونة من 149 مفردة. واستنادا إلى التأسيس النظري للموضوع، ولمخرجات أدوات جمع البيانات الميدانية فقد توصلت الدراسة إلى أن: إدارة المؤسسة الصناعية تعتمد نظاما رقابيا، يقوم على ضبط المعايير الرقابية، ليتم بعدها متابعة الأداء ميدانيا، وتقييمه في تقرير، يتم الارتكاز على معطياته لاتخاذ تدابير تناسب الوضعية. وأن ثقافة السلامة السائدة بالمؤسسة الصناعية تتميز بالتكاملية بدرجة مرتفعة، كما أظهرت النتائج وجود علاقة ارتباط طردية متوسطة بين الرقابة التنظيمية وثقافة السلامة. ///////////////////////////////////////////////////////////////////////////////////////////////////////////////////////////////////The subject of organisational control and safety culture takes its importance from industrial reality and its theoretical and scientific issues that require research. So this study has worked at the theoretical and field approach to the subject, according to the descriptive method to detect the rules, styles and organisationals controls systems applied in the industrial institution; then the diagnosis of safety culture components and levels; and revealing of the nature of supposed relationship between organisational control and the industrial safety culture at the Ain El Kabira Cement institution, where the questionnaire was applied on 149 individuals. Based on the theoretical foundation of the subject, and the outputs of field data collection tools, the study found that: The management of the industrial organization has a control system, based on setting regulatory standars, in order to follow up the performance in the field and evaluate it in a report, it is based on its data to take measures that fit the situation. And the industrial safety culture prevailing in the institution is characterized by integration significantly. Also there is a medium correlations between regulatory control and a safety culture.
