إستراتيجية الإيكواس في إعادة الإعمار وبناء السلام ما بعد انتهاء النزاع: دراسة حالة سيراليون.

Abstract

الملخص: أنشأت الإيكواس من طرف دول غرب إفريقيا لتحقيق التنمية الاقتصادية من خلال إعطاء أولوية كبيرة للجوانب الاقتصادية، لكن سرعان ما تحولت اهتماماتها للجانب السياسي والأمني، وأصبح لها دور مهم في تحقيق الاستقرار في منطقة غرب إفريقيا ومواجهة مختلف التحديات التي تعيق استراتيجياتها، نظرا لتوسيع صلاحياتها بعد أن أدركت أن الصراعات في المنطقة أصبحت تعوق التنمية الاقتصادية، ومنه تسعى هذه الدراسة إلى توضيح الدور الذي تؤديه الإيكواس في بناء السلم وإعادة الإعمار في غرب إفريقيا، وذلك من خلال التركيز على الإستراتيجية الأمنية لتسوية النزاع في سيراليون، ومختلف جهودها في بناء السلام بعد انتهاء النزاع، والوقوف عند مختلف التحديات التي تعيق مسارها في تحقيق الأمن وبناء السلم. الكلمات المفتاحية: الإيكواس، سيراليون، إعادة الإعمار، النزاعات، بناء السلم. Abstract: ECOWAS was created by West African States to achieve economic development through focus on economic aspects, but soon transform its attention to the political and security side, and it has become an important role in stabilizing in West Africa region and faced the various challenges that hinder their strategy, given the expansion of its powers after it realized that conflicts in the region became giving up economic development, including this study seeks to clarify the role of ECOWAS in save the peace and reconstruction in West Africa, by focusing on the security strategy adopted when it settle conflict in Sierra Leone, and their various efforts in building peace after the conflict, and standing at different challenges that hinder its course in achieving security and peace-building.
