Abstract

يتناول هذا الموضوع بالدراسة والتحليل مشكلة مستعصية تتمثل في انتشار ظاهرة الفساد الإداري والمالي في مختلف بقاع العالم كآفة مدمرة تجتاح أركان الدولة في هذا الظرف المعقد، ما حدا بالمجتمع الدولي أن يتدخل بأسره لمجابهة أخطارها الزاحفة بشتى الوسائل المتاحة في ذلك. وفي هذا الإطار حاولت أن أتتبع مسارات النظرة الإسلامية المتفردة في تصوراتها وتجلياتها لمجابهة هذا الواقع المرير، وطريقة الإسلام في عرض منهجه المتكامل في التصدي لهذه الظاهرة في مفهومها الشمولي، مركزا على تبيان أهم معالم وحلقات هذا المنهج الرصين في مجابهته لهذه الآفة، موضحا أسبابها وطرق الوقاية منها ووسائل التصدي لها، مستخدما المنهجين الوصفي التحليلي أساسا في الوصول إلى ما قدمه من حلول ومعالجات للمشكلة، تبدأ من مستوى إعداد الفرد، إلى بناء كيان الجماعة، إلى تركيز دعائم الكيان العام، هيكلة وتنظيما وممارسة في التشريع والإدارة والقضاء، لتكريس إصلاحات وحلول جذرية مضمونة النتائج في مواجهة الفساد في الدولة. ////////////////////////////////////////////////////////////////////////////////////////////////////////////////////////////////////// This topic deals with the study and analysis of an intractable problem represented in the spread of the phenomenon of administrative and financial corruption in various parts of the world as a devastating scourge sweeping the corners of the state in this complex circumstance, which prompted the international community to intervene as a whole to confront its creeping dangers by all available means.
