الثقافة السياسية و الديمقراطية التشاركية في الجزائر

Abstract

يكتسي مفهومي الثقافة السياسية والديمقراطية التشاركية مكانة معرفية في الخطابات الرسمية الأكاديمية والسياسية، سواء أكانت محلية أو دولية، وهذا لكونها ترتبط بمسعى الحكومات والمؤسسات للسير في سبيل تحقيق الحكم الراشد، خاصة وأن توفر ثقافة السياسية لأفراد يساهم في تجسيد متطلبات المشاركة الفعالة في الحياة السياسية، وأن مزايا الديمقراطية التشاركية هي إشراك المواطن في التسيير الحسن للشأن المحلي والعام، مما يضمن مشاركة أوسع للمواطنين وفق مبادئ المسائلة والشفافية، التشاور والحوار، والجزائر ليست في منأى عن هذه التطورات العالمية، وعليه جاءت هذه الدراسة الحالية للتعرف من منظور سوسيولوجي على العلاقة التي تربط الثقافة السياسية بالديمقراطية التشاركية في الجزائر، وللبحث في طبيعة هذه العلاقة حاولت الباحثة إجراء دراسة ميدانية تحليلية لعينة من الأحزاب السياسية بولاية سطيف "حزب جبهة التحرير الوطني" "حركة البناء الوطني" أنموذجا، بالاعتماد على أدوات جمع البيانات: الاستمارة للمنخرطين في الأحزاب السياسية والمقابلة للقيادات الحزبية، بغرض الوصول إلى نتائج امبريقية تؤكد صحة الفرضيات التي تم صياغتها، واستمارة تحليل المحتوى للصفحات الرسمية لهذين الحزبين عبر مواقع التواصل الاجتماعي - موقع الفيسبوك facebook - محاولين تبيان تأثير هذه المواقع على الثقافة السياسية والديمقراطية التشاركية للأحزاب السياسية مستندين إلى المنهج الوصفي التحليلي، وقد خلصت الدراسة إلى جملة من النتائج: - لا توجد علاقة إرتباطية بين مستوى الثقافة السياسية للمنخرطين في الأحزاب السياسية وإدراكهم للمشاركة السياسية في صنع القرار. - لا توجد علاقة إرتباطية بين مستوى الثقافة السياسية للمنخرطين في الأحزاب السياسية وإدراكهم لأبعاد المسائلة والشفافية. - لا توجد علاقة إرتباطية بين مستوى الثقافة السياسية للمنخرطين في الأحزاب السياسية وإدراكهم لمبدأ إشراك المواطن في تسيير الشأن المحلي، ومنه لا توجد علاقة إرتباطية بين الثقافة السياسية وتكريس الديمقراطية التشاركية في الجزائر. - لمواقع التواصل الاجتماعي خاصة موقع الفيسبوك دورا في نشر الثقافة السياسية وتكريس الديمقراطية التشاركية. //////////////////////////////////////////////////////////////////////////////////////////////////////////////////////////////////////////////////////////////The concept of participated democratic and political cultural have a knowledgeable status in the official academic and political speeches either it was local or international. And that because of being connected with governments and companies in order to go in the way of realizing good governance specially when having political culture people which helps in recognizing the requirement of the efficient participation in political life. The advantages of participatory democracy is including the citizen in a good controlling for local and general concern. That can insure a large participation of citizens according to questioning and transparency‘s principles Algeria is not far of these global developments. For that this actual study comes to recognize the relation between the level of cultural politic for partisanships and the Algerian participatory democracy’s consecration from the sociology perspective. For search about nature of this relation the researcher tried to do an analytical fieldwork study for a sample in Setif “National Liberation Front Party” “National Constructing Movement” as sample. Depending on collecting data tools: a form for representatives from various parties and leaders party’ interview. Intentionally to reach results which confirm or non the validity of the hypothesis that was wording. According to an analytical form of the content for the official pages of these parties through social media (face book site). Trying to clarify social media’ influence on the cultural politic and democracy participatory for political parties. reposing on descriptive analytical method. The study was extracted to many results: - There is no relation between political culture of the participatory of political parties and their consciousness in political participation in making decision. -There is no connected relation between participatory political parties’ political culture and their consciousness for far questioning and transparency. - There is no relation between political culture of participatory political parties and their consciousness in non engagement citizens in controlling local issues. So that there is no relation between political culture and participatory democracy’s consecration in Algeria. - Social media sites especially face book have a big role in spreading political culture and the participatory democracy’s consecration. //
