آليات الوقاية من النزاعات حول الموارد المائية

Abstract

تناولت الأطروحة موضوع "آليات الوقاية من النزاعات حول الموارد المائية" باعتبار أن المياه من الموارد الضرورية لاستمرار الحياة على سطح الأرض وازدهار الدول والمجتمعات، وقد توسع التنافس حولها بين الأفراد والجماعات والدول لحد احتمال أن تكون سببا في نشوب نزاعات عنيفة تهدد أمن الدول وبقاء الإنسان. وقد توصلت الدراسة إلى صعوبة أن تكون المياه، كعامل وحيد، سببا في نشأة النزاعات المائية، وإنما هذه الأخيرة هي وليدة تضافر العديد من العوامل السببية التي تدخل ضمن الإجهاد المائي ذات الأبعاد السياسية، المؤسسية، الاقتصادية، الاجتماعية، الثقافية والبيئية، تؤدي إلى تراجع التمكين من حقوق الانسان وعرقلة الحركية التنموية إجمالا وتهدد الأمن الانساني والاستقرار الدولي. وخلص البحث إلى أن التعامل مع النزاعات المائية على المستوى الداخلي، الدولي وعلى مستوى الأحواض الدولية يستلزم تفعيل العديد من الآليات العلاجية تدخل ضمن التسوية السلمية للنزاعات القائمة، وأخرى وقائية تتمثل أساسا في اعتماد الحوكمة المائية الرشيدة في إدارة الموارد المائية مع ما تقوم عليه من مبادئ ومقومات ومستويات وآليات وهو ما يمكن أن يساهم في تحقيق السلم المائي على المستوى العالمي. ////////////////////////////////////////////////////////////////////////////////////////////////////////////// The thesis speaks about the "mechanisms for preventing conflicts over water resources", especially since the water is one of the most important resources for the continuation of life on Earth and the prosperity of nations and societies. But the competition around it between individuals, groups and states has expanded to the extent that it may be the cause of violent conflicts that threaten the national security and human survival. The study found that it is difficult to consider water, as a single factor, a cause of water conflicts, but it is the result of a range of factors that fall within water stress, and have political, institutional, economic, social, cultural and environmental dimensions. All this leads to a decline in the empowerment of human rights, and threatens human security and international stability. The research concluded that dealing with water disputes at the internal and international levels and at the level of river basins requires the adoption of many remedial mechanisms included in the peaceful settlement of existing disputes. Other preventive mechanisms are represented in the adoption of good water governance in the management of water resources with its principles, components, levels and mechanisms that can contribute to achieve water peace at the global level.
