التحول الديمقراطي المغاربي وتداعياته على الأمن المتوسطي 2011-2022

Abstract

تهدف هذه الدراسة إلى محاولة إبراز أهم التحولات التي شهدتها دول المغرب العربي بعد 2011 وأهم التداعيات التي نتجت عنها والتي أثرت بدورها على منطقة المتوسط، كمنطقة حيوية لها أهميتها الجيوستراتيجية. هذا وقد انحصرت تلك التداعيات بشكل أوسع في الشق الأمني حيث طالت هذه الأخيرة (التداعيات الأمنية) الداخل المغاربي والخارج المتوسطي. إن تحول 2011 في المنطقة المغاربية كانت له نتائجه العكسية عليها، ولم يكن عبارة عن مرحلة انتقالية سلمية وسليمة ترقى للممارسة الديمقراطية الحقة، بل إنعكس هذا المسار التحولي إلى حالة من الفوضى واللاستقرار وانهيار لبعض الانظمة التي كانت مدخل سهل لجملة التدخلات الخارجية الباحثة عن مصالحها الحيوية في المنطقة مما أثر بدوره على منطقة المتوسط ككل. فالتداعيات الأمنية جاءت في شكل تهديدات أمنية جديدة (أو ما يسمى بالتهديدات الامنية اللاتماثلية) كتنامي الظاهرة الإرهابية والهجرة الغير شرعية والتي أصبحت هاجس أمني في الشمالي المتوسطي (الاتحاد الأوروبي)، الجريمة المنظمة من تجارة للأسلحة وللمخدرات على سبيل الذكر لا الحصر. مما حتم على الأطراف الدولية وعلى رأسها الطرف الجنوبي والشمالي للمتوسط توسيع التعاون وبناء استراتيجيات من شأنها حصر مخاطر التهديدات الأمنية .................................................................................................................................................................. This study aims to try to highlight the most important transformations that the Arab Maghreb countries witnessed after 2011 and the most important repercussions that resulted from them, which in turn affected the Mediterranean region, as a vital region of geostrategic importance. These repercussions were confined to a wider extent in the security aspect, as the latter (security repercussions) affected the Maghreb interior and the Mediterranean outside. The transformation of 2011 in the Maghreb region had its opposite results on it, and it was not a peaceful and sound transitional phase that amounts to true democratic practice. region, which in turn affected the Mediterranean region as a whole. The security repercussions came in the form of new security threats (or the so-called asymmetric security threats), such as the growth of the terrorist phenomenon and illegal immigration, which has become a security concern in the northern Mediterranean (European Union), organized crime such as arms and drug trafficking, to name a few. This made it imperative for the international parties, especially the southern and northern sides of the Mediterranean, to expand cooperation and build strategies that limit the risks of security threats. ................................................................................................................................................................ Cette étude vise à tenter de mettre en évidence les transformations les plus importantes que les pays du Maghreb arabe ont connues après 2011 et les répercussions les plus importantes qui en ont résulté, qui à leur tour ont affecté la région méditerranéenne, en tant que région vitale d'importance géostratégique. Ces répercussions se cantonnaient plus largement à l'aspect sécuritaire, puisque ce dernier (répercussions sécuritaires) touchait l'intérieur maghrébin et l'extérieur méditerranéen. La transformation de 2011 dans la région du Maghreb a eu ses effets inverses sur elle, et ce n'était pas une phase de transition pacifique et saine qui équivaut à une véritable pratique démocratique de la région, qui à son tour a affecté la région méditerranéenne dans son ensemble. Les répercussions sécuritaires se sont traduites par de nouvelles menaces sécuritaires (ou menaces sécuritaires dites asymétriques), telles que la montée du phénomène terroriste et l'immigration clandestine, devenue une préoccupation sécuritaire au nord de la Méditerranée (Union européenne), organisée crime comme le trafic d'armes et de drogue, pour n'en nommer que quelques-uns. Cela a rendu impératif pour les parties internationales, en particulier les rives sud et nord de la Méditerranée, d'élargir la coopération et d'élaborer des stratégies qui limitent les risques de menaces à la sécurité.
