تمثلات الإطارات النقابية للمسألة الاجتماعية

Abstract

شكلت المسالة الاجتماعية محور اهتمام الكثير من التجارب العالمية، سواءاً في البلدان ذات التوجه الاشتراكي قبل تحولها نحو اقتصاد السوق، أو في تجارب بعض الدول النامية، وفي بعض الدول الرأسمالية ذات التوجه الاجتماعي للشغيلة، وبالتالي المجتمع ككل. هذه الدراسة محاولة لاستجلاء تصورات عينة من الاطارات النقابية المنوطة تحت لواء الاتحاد العام للعمّال الجزائريين، وكذا تلك التي تتبع النقابات المستقلة التي اتسع نطاقها، وتجلى دورها أكثر بعد إقرار التعددية السياسية والنقابية في الجزائر. حيث توصلت الدراسة، وبالاعتماد على المنهج الوصفي إلى اختلاف تصورات القيادات النقابية حول عناصر المسألة الاجتماعية من خلال تباين مواقفهم إزاء مسائل ذات اهمية في النضال النقابي مثل الحفاظ على منصب العمل، الحماية الاجتماعية، تدني القدرة الشرائية، في ظل الازمة التي تمر بها البلاد جراء تراجع مداخيل المحروقات والتهديدات التي اصبحت تواجه مناصب العمل، وذلك بحسب طبيعة التنظيم النقابي ( تابع للدولة، مستقل)، وقدرتها على التجنيد وايصال مطالب منتسبيها إلى السلطات، ومدى وعي النقابيين وتصوراتهم للمسألة الاجتماعية بوجه عام. ................................................................................................................................................. The social issue has been the focus of many global experiences, whether in countries with a socialist orientation before they move towards a market economy, or in the experiences of some developing countries, and in some capitalist countries with social orientation of the hardworking, and thus society as a whole. This study is an attempt to elucidate the perceptions of a sample of trade union frameworks under the General Confederation of Algerian workers, as well as those of independent unions, whose scope has expanded, and whose role has been further demonstrated by the establishment of political and trade union pluralism in Algeria. The study, based on the descriptive approach, found that the perceptions of the trade union leaders differed on the elements of the social issue through differing attitudes towards issues of importance in trade union struggles such as job maintenance, social protection, low purchasing power, under crisis Of the country as a result of the decline in the income of fuels and threats to jobs, depending on the nature of the trade union organization (affiliated to the state, independent), their ability to recruit and communicate the demands of their affiliates to the authorities, and the extent to which trade unionists are aware of the social issue in general.
