البيئة و الأمن

Abstract

تعتبر البيئة الوسط الذي يعيش فيه الإنسان , فهي مصدر رزقه و بقائه و أمنهى و استمراره ,لذلك فهي وسط منتج لحقوق الانسان الأساسية ,ووسط محقق للأمن , بمعنى أن التمتع بحقوق الإنسان مرهون بضرورة وجود بيئة سليمة صحية و مستدامة. لكن الآن : بفعل التطورات التكنولوجية و السلوكيات البشرية السلبية , تدهورت البيئة و تلوثت , و أصبحت وسطا خالقا لمخاطر, حيث تفاقمت المخاطر و الكوارث البيئية , و نضبت قاعدة الموارد الطبيعية , و زاد عدد اللاجئين البيئيين , ونشبت النزاعات العنيفة منها : النزاعات البيئية ,هذه المخاطر أصبحت تهدد أمن الانسان و أمن المجتمع وأمن الدولة وأمن العالم ككل . بمعنى أن العلاقة بين البيئة و الأمن هي علاقة تكامل و ترابط, فوجود بيئة صحية و آمنة يحقق الأمن الانساني و الأمن الوطني و الأمن العالمي ,أما المخاطر البيئية فتؤدي الى انعدام الأمن على مستوى الإنسان و الدولة و العالم . كما توجد مؤثرات اللآأمن على البيئة ..., تخلق شروط التلوث البيئي بحكم استخدام أسلحة ومواد كيمياوية و بيولوجية و نووية و اشعاعية سامة ، تمس بصحة الإنسان و تؤدي إلى حالة انعدام الأمن إلى حالة انعدام الأمن البيئي التي تؤثر سلبا على حقوق الانسان و على استمرار الانسان أو استمرار الجيل البشري ككل...............................................................................The environment is the center in which human live, it is the source of livelihood and survival, security and continuity; therefore central product of basic human rights and the center of a security investigator. The sense that the enjoyment of human rights depends on the need for a safe, sustainable and healthy environment. But now, as a result of technological developments and negative human behaviors and contaminated environment deteriorated and became compromise creator of the risks, where the risks and environmental disasters increased and depleted the natural resource base and increased the number of environmental refugees and violent conflict broke out, such as: environmental disputes. These environmental risks are now threatening the security of people, societies and the world as a whole. Therefore, the relationship between the environment and security is a complementary and interdependence relation, where the existence of a healthy and safe environment will achieve human, national as well as global security. There are also some insecurity influences on the environment, as the new risks that threaten the security like wars , international crises, terrorism and organized environmental crime ...., that create environmental pollution by the use of weapons, chemical and biological materials, nuclear and radiological toxics, which affect the human health and lead to environmental insecurity and subsequently to a negatively affect on the human rights and the sustainability of the human generation as a whole.
