التهديدات البيئية و اشكالية بناء الأمن الغذائي

Abstract

لبناء أمن غذائي يجب التعامل و مواجهة التهديدات البيئية التي تمثل عائقا أمام الدول للقيام بعملية البناء ، و حيث أنا هناك بعض الدول التي تعاني من تأثير تلك التهديدات رغم أن التهديد لا يقع على إقليمها مباشرة ، و ذلك للطبيعة العبر حدودية للتهديدات البيئية بالإضافة إلى أن أثار تلك التهديدات على أبعاد الأمن الغذائي لا تتميز بالحتمية و اليقين ، بل تمتاز بالنسبية و عدم اليقين الثابت والمطلق. كما أن مواجهة تأثيراتها يفوق في غالب الأحيان قدرة دولة بمفردها على المواجهة . لذا يجب أن تكون استراتيجيات و آليات مواجهة التهديدات البيئية ذات طابع عالمي ، و أن يكون هناك تعاون دولي من اجل تحقيقها ، و قبل كل ذلك يجب أن تمتاز بالإستباقية و بجعل الإستدامة البيئية من أولى الاهتمامات التي تسعى الدول لتحقيقيها على مختلف المجالات الأخرى. إن الاهتمام الكبير للدول بمواجهة التهديدات البيئية لبناء الأمن الغذائي يرجع إلى سعيها نحو بناء الأمن الإنساني ، و أن أبعاد الأمن الغذائي مترابطة و غير منفصلة و تأثر أي بعد منها يعني تأثر الأبعاد الأخرى ، و هذا البعد يرتبط بالأبعاد الأخرى للأمن الإنساني ، كما يرتبط الأمن لإنساني بالتمكين من حقوق الإنسان و الانتفاع من التنمية على قدر المساواة ، غير المطلقة، بين الشعوب. و قد استوجبت تلك المواجهة و التعامل مع التهديدات البيئية على الدول أن تتعاون فيما بينها و مع غيرها من الهيئات الدولية و غير الدولية وذلك من خلال إستراتيجية التعاون المتبادل ، كما تعمل الدول ، بنوع من الإلزام على البعض منها ، من التخفيف من مسببات تلك التهديدات أو إيجاد الحلول المستدامة لها و التي تبني الأمن الغذائي و تحقق الإستدامة البيئة ..................................................................................................... In order to constitute Food Security and confront Environmental threats that consist an obstacle to countries to a build operation . There are some countries that suffer from the effect of these threats , though the threat is not their direct territory, because of the nature cross-border of the environmental threats . In addition, the consequences of these threats on the Food Security measures haven t inevitability and certitude but it is characterized by relatively and incertitude. Also the confrontation of its impact , motley surpasses , the capacity of a unique country to face it . Strategies and mechanisms of environmental threats confrontation must have a universal character, it must be also an international cooperation to realize it. But before all this , it might be characterized by anticipation and put environmental sustainability that are the most important interest . The interest of countries to confront environmental threats to make Food Security is to make Human Security , thus because of the three compotes of food security are related and this security is linked to other measures of human security . Also Human Security is related to obtain human rights and to benefit from development . The confrontation of environmental threats requires cooperation between countries and with other state and non- state institution , with applying the mutual cooperation strategy ; as have been some countries obliged to do with some others reducing causes of these threats and finding permanent solutions that can establish Food Security and realized Environmental Sustainability.
