الإتصال العمومي الجواري و دوره في تحسين الخدمة العمومية

Abstract

يحوز مفهوم الخدمة العمومية حيزا معرفيا هاما في سياق النقاشات الأكاديمية والسياسية، كونه يقترن بمسعى الحكومات والهيئات العمومية لتوطين مفهوم شرعيتها عند المواطنين، وأحد الأشكال التي تتواصل بها خاصة في ظل مقتضيات "الحكم الراشد"الذي يبتغي تقديم الخدمة العمومية وفقا معايير شفافية المعلومات وتدفقها، وإشراك كل الفواعل العموميين، وتحقيق المصلحة العامة وهي المبادئ نفسها التي يستمد منها الاتصال العمومي شرعيته لتأسيس خدمات أكثر قبولا ورشدا. وعليه سعت هذه الدراسة، الكشف ومن منظور اتصالي في دور الاتصال العمومي الجواري في تحسين الخدمة العمومية، وتظهر الدراسة التي أجريت على عينة من بلديات ولاية سطيف، أن الاتصال العمومي يساهم في تحسين الخدمة العمومية عبر تحسين تداول المعلومات المختلفة وتفعيل مشاركة المواطنين، غير أن الطريقة التي يتم بها توظيف الاتصال العمومي على مستوى الإدارة الإقليمية لا يكرس شفافية المعلومات الخاصة بالخدمات العمومية وانسيابها باستمرار بسبب عدم التأسيس للوظيفة الاتصالية على مستوى البلديات........................................................................................................ Le concept de service public a un espace de connaissances important dans le contexte des discussions académiques et politiques, car il est associé aux efforts déployés par les gouvernements et les organismes publics pour définir le concept de légitimité parmi les citoyens, ainsi qu’une forme de communication, en particulier dans le cadre des dispositions de "bonne gouvernance" qui vise à fournir un service public conforme aux normes de transparence et de circulation des informations, impliquer tous les acteurs publics et réaliser l'intérêt public, qui sont les mêmes principes à partir desquels la communication publique tire sa légitimité pour établir des services plus acceptables et rationnels. Ainsi, cette étude cherchait à révéler, dans une perspective communicative, le rôle de la communication publique à proximité dans l'amélioration du service public. L'étude réalisée sur un échantillon des municipalités de la Wilaya de Sétif, montre que la communication publique contribue à améliorer le service public à travers l’ amélioration de la diffusion des différentes informations et en activant la participation des citoyens. Toutefois, la manière dont la communication publique est utilisée au niveau de l'administration régionale ne consacre pas la transparence et la circulation de l'information sur les services publics en raison du manque d'établissement de la fonction communicationnelle au niveau municipal............................................................................The concept of public service has an important cognitive space in the context of academic and political discussions, because it is coupled with the efforts of governments and public authorities in order to settle the concept of their legality among citizens, and it is considered as one of forms in which they communicate, particularly under the requirements of "good governance" that seeks to provide public service in accordance with the standards of transparency and flow of information , involvement of all the public activists and achieving the public interest which are the same principles from which the public communication derives its legitimacy to establish more acceptable and legitimate services. Therefore, this study sought to reveal, from a communicative perspective, the role of global public communication in improving the public service. The study that conducted on a sample of the municipalities of Setif state shows that Public communication contributes in improving the public service by improving the circulation of different information and activating the participation of citizens. However, the method in which public communication is employed at the level of regional administration does not devote the transparency and flow of information of the public services due to the lack of establishment of the communication function at the municipal level.
