    La Ville algérienne : mal-gouvernance et déficit d’urbanité Réflexions à partir de l’exemple des quartiers de l’habitat social

    يناقش هذا المقال إحدى الإشكالات التي تعاني منها مدننا والمتمثلة في النّقص الصارخ للتهيئة العمرانية وشروط الحياة في المدينة، وبالتالي انتشار التحضر (urbanisation) الفوضوي واستفحال عجز التمدن (l’urbanité). إذا كان جل فضاء المدينة يعاني من هذا النقص فإنّ المشكل يتّصف بالحدّة في فضاءات أطراف المدن، حيث تتموقع غالبية أحياء السكن الاجتماعي. إذ يرصد المقال مختلف الاختلالات الوظيفية لهذه الفضاءات، ويحاول في نفس الوقت تبيان العجز في تسيير هذه الأحياء من طرف مختلف الفاعلين، وغياب الحوكمة الرشيدة لمدننا. ................................................................. Le présent papier a pour objet la question du déficit de l’urbanité dans la ville algérienne. Si le déficit de celle-ci n’épargne aucun espace urbain, il est encore plus accentué dans les espaces périphériques où sont implantées la majeure partie des habitations collectives. En relevant les différents dysfonctionnements de ces espaces habités en matière d’aménagement urbain et de « dispositifs matériels de l’urbanité », il met le doigt sur le déficit d’implication des principaux acteurs censés les prendre en charge et par conséquent la mal-gouvernance urbaine. ................................................................................ Algerian city: poor governance and deficit of urbanity. Reflections from the example of neighbourhoods of social housing The present paper discusses the question of the urbanity’s deficit in Algerian cities. If this deficit does not save any urban space, it is even more stressed in the peripheral spaces where are established the major party of the social housing areas. While noting the different dysfunctions of the inhabited areas in urban development and "urbanity hardware devices”, it highpoints the deficit involvement of the principal actors supposed to take charge of these areas and consequently the poor urban governance.
