| dc.description.abstract | يتناول البحث دراسة التحولات التي يعرفها المرفق العام الجزائري باتجاه اعتماد التقنيات الحديثة وثورة المعلومات والاتصالات في مجال تقديم الخدمة العمومية، والذي أصبح يعرف حاليا بالخدمة العمومية الإلكترونية. تهدف الدراسة الى تحليل مؤشرات ومحّددات هذا التوجه الجديد، واستقراء أثره في ترقية أداء المرفق العام الجزائري ضمن مقاربة الجودة والكفاءة في الأداء مقارنة بالنموذج التقليدي الذي تخللته العديد من الاختلالات و السلبيات. توصلت الدراسة الى نتيجة عامة ترى أنه بالرغم ممّا أحدثه هذا التوجه الجديد من طفرة في جودة وكفاءة وفعالية وأخلقة الخدمة العمومية خاصة على المستوى المحلي-البلدية-، إلاّ أنه كاستراتيجية وطنية شاملة لا زال يعاني من الكثير من العراقيل والنقائص. ////////////////////////////////////////////////////////////////////////////////////////////////////////////// This study examines the transformations of the public service towards the adoption of modern technology and the information and communication revolution in providing public services, currently known as e-government services. The study aims to analyze the indicators and determinants of this new direction and to explore its impact on enhancing the performance of the Algerian public service within the framework of quality and efficiency in performance, compared to the traditional model which was characterized by numerous imbalances and negative aspects. The study reached a general conclusion that, despite the significant improvements in the quality, efficiency, effectiveness, and ethical standards of public service, especially at the local level (municipalities), as a comprehensive national strategy, it still faces many obstacles and deficiencies. | |
