| dc.description.abstract | تهدف دراستنا لموضوع "الأمن المجتمعي في إفريقيا: دراسة حالة ليبيا" إلى التعرف على واقع التنوع والتعدد المجتمعي داخل المجتمعات الإفريقية، ومدى تأثيره على تحقيق المستويات المطلوبة للإستقرار والأمن المجتمعي، إلى جانب ذلك ستقارب الدراسة للمكون القبلي كمصدر للصراع في ليبيا في ظل التمايزات العرقية والإثنية، كما ستركز على دور الهويات الفرعية التي تضحى في غالب الأحيان معامل أزمة تنسف برهان العيش المشترك، مما يؤدي إلى زيادة قابلية الدولة للعطب والتفكك النظمي السريع، نتيجة إنسداد أفق التواصل بين هذه الهويات الفرعية وإرتفاع منسوب القلق من ضعف التعايش بينها، هذا ولن تكتفي الدراسة البحثية بتشخيص أزمة العيش المشترك بين الهويات المتعددة، بل ستقارب لتصور سياسي وإستراتيجي يبين ممكنات إزالة فتيل الأزمات المرتبطة بقضايا الهوية وقضايا الحكم الديمقراطي في ظل التعدد القبلي لبناء الدولة في ليبيا، كما تطرح توليفة من الآليات التي تكفل التماسك المجتمعي والإستقرار السياسي في ليبيا، وقد خلصت الدراسة إلى وجود علاقة بين تسيس الظاهرة القبلية وتأجيج الولاءات القبلية ذات التوجه السياسي السلطوي التي هدفها الوصول إلى السلطة، والتي تهدد بانهيار الدولة وأمنها المجتمعي. /////////////////////////////////////////////////////////////////////////////////////////////////////////////////////////////////////////////////////// The study of the topic "Community Security in Africa: Libya Case Study" aims to discuss of community diversity and pluralism among African societies, and its impact on achieving the desired levels of stability and social security. In addition, the study presents the attributes of a tribe as a source of conflict in Libya due to the racial and ethnic distinctions of Libya's tribes. Also, the paper demonstrates the role of the sub-identities (soft identities), which often become crisis factors that undermine the coexistence, which leads to systemic state disintegration, as a result of miscommunication between these sub-identities and the high level of anxiety about the weakness of coexistence between them. So that, the study going to show a political and strategic vision that shows the possibilities of defusing crises related to issues of identity and issues of democratic governance in light of the multiplicity of identities to build the state of Libya. As a resuts the paper presents a combination of policies and strategies that ensure social cohesion and political stability of Libya. The study concluded that there is a relationship between the politicization of the tribal phenomenon and the fueling of tribal loyalties with an authoritarian political orientation whose goal is to reach power, which threatens the collapse of the state and its societal security. | |
