Item مستقبل الشراكة الأورومتوسطية(2013-09) العرباوي, نصيرإن اهتمام الطرف الأوروبي بالضفة الجنوبية قديم قدم التاريخ، وما الماضي الاستعماري للقوى التقليدية في المنطقة لخير دليل على ذلك، ومما زاد في اهتمامها بالمنطقة هي تلك التحولات الجديدة التي حدثت على الساحة الدولية، حتى يتسنى لها لعب دور فعال في إطار العلاقات الدولية الراهنة، والتي تقتضي ضرورة التكتل والتعاون الإقليمي والدولي، لذلك كان من الضروري بما كان في هذه المرحلة، القيام بعمليات بناء الثقة بين ضفتي المتوسط، عن طريق تكثيف الحوار القائم على الاحترام المتبادل لخصوصيات كل طرف، وهنا نشير إلى أن مسؤولية النجاح في بناء سلام وأمن ورفاه مشترك هي مسؤولية جماعية، لكن الإتحاد الأوروبي يتحمل القسط الأكبر فيه بحكم موقعه كقوة اقتصادية دولية، وبحكم أنه المبادر للمشروع، وهذا لا ينفي إطلاقا إعفاء دول الجنوب من مسؤولياتها تجاه شعوبها ................................................................................
