| dc.description.abstract | يتناول هذا المقالأحد أهم المواضيع المثارة في عصرناالحالي، وهو دور الشفافية كأحد أهم الآليات المعتمدة من طرف الدول لمحاربة ظاهرة الفساد. وقد توصلنا من خلال هذه الدراسة إلى أن الشفافيةقوة مؤثرة تستطيع أن تحارب الفساد، وتحسّن الإدارة، وتعززالمساءلة بقصد وقف أعمالالتجاوز والتحايل، فضلا عن أهميتها لممارسة حق المشاركة فيصنع القرار. لكن بشرط توفير أسسها وشروط قيامها والعمل على نشرها من قبل مختلف مؤسسات السياسية، المدنية، الاقتصادية، الإعلامية والتعليمية. وكلماازدادت الشفافية داخل وخارج تلك المؤسسات ارتفعت إمكانية مواجهة الفساد والسيطرة عليه في المجتمع. .................................................................................................................................................. Le présent article a pour objet de traiter l’un des sujets des plus importants de notre époque, qui se rapporte à la transparence autant qu’un mécanisme déclenché par les états dans le processus de lutte contre le phénomène de la corruption. Il s’avère à travers cette étude que la transparence est un moyen efficace de lutte contre la corruption pour l’amélioration de l’administration et le renforcement du système d’interrogation, ainsi que pour mettre fin aux actes de dépassement et d’escroquerie. En outre, elle nous garantit l’exercice du droit de participation en matière de prise de décision si les conditions requises sont réunies pour sa concrétisation et sa généralisation au sein des institutions politiques, civiles, économiques, médias et éducation. Plus la transparence prend de l’ampleur à l’intérieur et l’extérieur de ces institutions, plus les chances de combattre la corruption se multiplient au sein de la société. .................................................................................................................................................. This article deals with transparency as one of the most important mechanisms adopted by governments to eliminate corruption. According to this study, we deduced that transparency constitutes a powerful mean in fighting against corruption, improving administration and strengthening questioning in order to put an end to trespassing and violation. Furthermore, its importance in the exercise of the right of participation in decision making, if necessary basis and conditions are met to promote it and to make it broadly applicable by various political, civil, economic, information and educational institutions. The more transparency is adopted inside and outside such institutions, the more corruption fighting will be possible in society. | en_US |
