| dc.description.abstract | ملخص: تحاول هذه الدراسة التطرق إلى كيفية تعزيز المشاركة في العملية الانتخابية، وتفعيل المشاركة السياسية، من خلال دفع الأحزاب و المواطنين وكل المهتمين بالمشاركة في العملية الانتخابية، حيث يتوقف تعزيز هذه المشاركة على مقدار ما يتوفر من ضمانات تحكم سير العملية الانتخابية، وهذا الأمر لا يتحقق إلا في ظل وجود ضوابط ومحددات أساسية، أولها وجود قانون انتخابي مبني على أسس النزاهة والتنافسية وتكافؤ الفرص، في ظل وجود إدارة انتخابية مستقلة ومحايدة تشرف على العملية الانتخابية، مع تفعيل مبدأ مساواة أطراف العملية الانتخابية أمام أحكام القانون، وهو ما يؤدي في الأخير إلى وجود مؤسسات مبنية على عملية ديمقراطية، ومتمتعة بشرعية حقيقية. الكلمات المفتاحية: قانون الانتخابات، المشاركة السياسية، الإدارة الانتخابية، المساواة الانتخابية. Abstract This study tries to address how to reinforcement participation in the electoral process, and activate political participation, by pushing parties, citizens and all those interested in participating in the electoral process, where the activation of this participation depends on the amount of guarantees available to govern the electoral process, and this is achieved only in the presence of basic controls and determinants, the first of which is the existence of an electoral law based on integrity, competitiveness and equal opportunities, in the presence of an independent and neutral electoral administration overseeing the electoral process, while activating the principle of equality of parties to the process Electoral in front of the provisions of the law, which in the end leads to institutions based on a democratic process, and enjoy real legitimacy.
