| dc.description.abstract | تعتبر الهجرة السرية ظاهرة معقدة ، يقتضي فهمها تبني منظور عبر تخصصي ،و هذا ما يمتاز به منظور الامن الإنساني من أجل تحديد المتغيرات المتحكمة فيها مثل : حقوق الإنسان و التنمية و الامن ، و ضبط الحركيات المنتجة للاأمن الإنساني و التي تدفع إلى بروز أسـباب و عوامل للهجرة السرية ، وعلى كل فواعل الامن الإنساني سواءا لدولة أو المنظمات الحكومية ٔاو المجتمع المدني و المنظمات غير الحكومية العمل بموجب المقاربة الهجينة للامن الإنساني – مقاربة : حقوق الإنسان و مقاربة التنمية الانسانية المسـتديمة - في التعامل مع الظاهرة ، و هذا وفقا للاستراتيجيات الاربعة الإستباقية ، الوقائية ، الحماية و الترقية يتم تبنيها في المقاربة الدولية الشاملة و الموازنة بين أمن االدةل و ٔامن الافراد التي . تعمل بموجب آليتي الحماية و التمكين من أجل ترقية الامن الإنساني لذلك علىالدول إعادة تقييم سـياساتها وقوانينها المتعلقةبالهجرة بصفة عامة والهجرة السرية بصفة خاصة، بما ينسجم مع.المعاييرالدولية لحقوق الإنسان في إطار منطق متكامل يراعي الامننة والانسـنة والرشادة في إدارة الهجرة................................................Irregular immigration Is considered as A complex phenomenon .to understand it we need to adopt the multi-disciplinarian perspective , and this is what the perspective of human security is Characterized by To defined its Controlling variables like : human rights , development and security. And adjust the kinematics Which cause human insecurity and wich is behind the appearance of The causes and factors of the irregular immigration , and all the human security’s actors including the state or governmental organizations or The international community or non-governmental organizations must to work with the hybrid approach of the human security – human rights approach and the Sustainable human development approach - In dealing with the phenomenon. And this is according to those four strategies : Preemption , prevention ,protection and promotion , to be adopted in the comprehensive international approach , and the balance between State Security and individual security that Operating under two mechanisms protection and empowerment to promotion of human security . Therefore (that’s why) states must to Re-evaluate its policy and its laws relating to immigration in general and irregular immigration in particular , Consistent with the international standards of human rights In an integrated logic takes into account the securitization, humanization and the governance of immigration management | en_US |
