| dc.description.abstract | يعد موضوع ترقية الخدمة العمومية في الجماعات المحلية من أولويات الحكومة، حيث أن نوعية هذه الخدمات تشكل معيارا للحكم على مدى نجاح السياسات المنتهجة من طرفها، خاصة وأن الجماعات المحلية والمتمثلة في البلدية والولاية، تمثل حلقة الوصل بين الحكومة والمواطن، وذلك لما لها من علاقة مباشرة مع المواطنين، غير أن هذا الموضوع أضحى حجر عثرة في الإدارة العمومية في كل مرة تتدنى فيها الخدمة العمومية. يهدف موضوع هذا البحث إلى الكشف عن أهم الإشكالات التي تسببت في عدم بلوغ الحكومة هدفها في ترقية الخدمة العمومية في الجماعات المحلية، وذلك باستخدام المنهج التحليلي للنصوص القانونية والتنظيمية، واعتماد المنهج الوصفي، في وصف واقع ترقية الخدمة العمومية في الجماعات المحلية. وقد خلصت هذه الدراسة إلى أنه رغم أن الحكومة لم تدخر جهدا لترقية الخدمة العمومية في الجماعات المحلية، إلاّ أنها لاقت العديد من الإشكالات التي حالت دون ترقية الخدمة العمومية، وهذا راجع للعديد من الصعوبات والعراقيل على مستوى المنظومة التشريعية، إضافة إلى العديد من الإشكالات السياسية والإدارية سواء على مستوى أداء الموارد البشرية أو على مستوى الموارد المالية. تعتبر ترقية الخدمة العمومية في الجماعات المحلية عملية معقدة تحتاج إلى تضافر العديد من الجهود، خاصة فيما يتعلق بالموارد البشرية التي تمثل العامل الأساسي الذي تقوم عليه هذه الأخيرة، ومن هذا المنطلق وجب على الحكومة الاستثمار في المورد البشري، انطلاقا من اعتماد الجدارة في التوظيف، وحسن التكوين وتلقين الموظف أصول الخدمة العمومية خاصة في الجماعات المحلية لما تتميز به من خصوصية مجتمعية، إضافة إلى الاهتمام به من الناحية المادية للحصول على أداء مميز. تعالج هذه الأطروحة هذه الإشكالات من مختلف جوانبها وتقدم بعض الحلول العملية من أجل التخلص منها. /////////////////////////////////////////////////////////////////////////////////////////////////////////////////////////////////////////////////////////////////////////////////////////////////////////////////////////////////////////////////// The issue of promoting the public service in local authorities is one of the priorities of the government, as the quality of these services constitutes a criterion for judging the success of the policies adopted by it, especially since local communities, represented by the municipality and the state, represent the link between the government and the citizen, because of their direct relationship with citizens, but this issue has become a stumbling block in public administration every time the public service declines. The subject of this research aims to reveal the most important problems that caused the government not to achieve its goal of promoting the public service in local authorities, using the analytical approach of legal and regulatory texts, and adopting the descriptive approach, in describing the reality of promoting the public service in local authorities. This study concluded that although the government spared no effort to promote the public service in local authorities, it encountered many problems that prevented the promotion of the public service, due to many difficulties and obstacles at the level of the legislative system, in addition to many political and administrative problems, both at the level of human resources performance and at the level of financial resources. The promotion of the public service in local authorities is a complex process that requires concerted efforts, especially with regard to human resources, which represent the main factor on which the latter is based, and from this point of view, the government must invest in human resources, based on the adoption of merit in employment, good training and indoctrination of the employee in the assets of the public service, especially in local authorities because of their societal privacy, in addition to paying attention to it financially to obtain distinguished performance. This thesis addresses these problems in various aspects and offers some practical solutions in order to get rid of them. | |
